No further windows tracked in this cycle
The desk is reading other dockets. An entry is added only when a primary source confirms the docket number, the rule title and the closing date. Until then, this row stays empty — a verified blank is more useful than a plausible guess. A window leaves this table by itself on the day its last deadline passes and reappears in Closed windows.

Read this before you plan to write
A proposed federal rule frequently carries two comment deadlines, not one. The first covers the rule itself. The second covers the parallel information-collection package — the paperwork the rule would require an agency to collect, filed for review under the Paperwork Reduction Act.
These are usually noticed by the same docket and often answered by the same staff, so readers assume there is one deadline and write it down. The second is commonly weeks earlier than the first. Miss it and the rule comment window is still open, but the chance to challenge the paperwork itself has closed.
Worked example
In the NRC docket tracked above, comments on the information collection are due 26 October 2026 — 14 days before the rule comment deadline of 9 November 2026. A reader who finds only the later date loses the earlier argument entirely.
One proposal, two windows
Collection package Earlier
26 October 2026
The paperwork burden. Small businesses usually feel this part first.
The rule itself Open
9 November 2026
The operative text. Comments here can reshape the requirement but not remove the reporting burden on their own.
The desk prints both dates whenever an agency files them separately. When it has not verified the second one, it shows not tracked rather than assume it matches.
Plain-language guide
Six steps, in the order they matter. No account, no filing fee, no legal training required. Federal agencies are required to consider substantive comments from the public, and a comment filed by one person is docketed the same way as a comment filed by an association.
01
The docket number is the rule’s address inside the agency. Everything connected to it — the proposal, the supporting studies, the comments other people have already filed — sits under that number. Search it on regulations.gov.
02
Read the summary, then the headings. You are not required to read every page, and most decisions are made section by section rather than all at once. Reading only the part that touches you is normal and sufficient.
03
Name the section, page or paragraph you are responding to. A comment aimed at one provision is easier for agency staff to docket and answer than a general objection to the whole rule.
04
Say who you are and how the proposal reaches you — as a resident, a worker, a business owner, a local official. A plain letter in your own words is treated the same as a formal brief. Facts, figures and corrections of the agency’s own record carry the most weight.
05
Open the docket, use the Comment button, and paste or upload your text. The timestamp that counts is the time the agency receives it, not the time you started writing, so file a day early rather than an hour before the close.
06
regulations.gov returns a tracking number when your comment is accepted. Keep it. Your comment and its number become part of the public docket record and can be cited later.
On anonymity
Comments may be submitted anonymously where an agency permits it. The notice for the NRC rule above states that comments may be submitted anonymously, and that the same is true for the information-collection comments. An anonymous comment is docketed and considered the same as a signed one, but a named comment carries the weight of your stated stake.
Records requests
Five opening paragraphs you can copy, paste and edit. Bracketed fields are yours to fill in: a request that names a subject, an office and a date range gets a faster answer than one that asks for everything. Send your request to the agency’s own FOIA office and keep the acknowledgement you get back.
01
You know the subject and the office, but not the document you need. This is the broadest and most common request.
Prefilled paragraph
Under the Freedom of Information Act, 5 U.S.C. §552, I request copies of all records concerning [subject], created or received between [start date] and [end date]. I request records held by [agency component or office]. I am willing to pay fees up to [$ amount]; please contact me before incurring costs above that amount so I can narrow the request if needed. If any part of this request is denied, please cite the specific exemption and release all reasonably segregable non-exempt portions. I prefer records by email at [your email address].
Copy this paragraph · A search of the office’s files, a page count and a fee estimate before anything is copied.
02
A proposed rule cites studies, cost estimates or correspondence that are not posted in the docket.
Prefilled paragraph
Under the Freedom of Information Act, 5 U.S.C. §552, I request copies of the supporting file for rulemaking docket [docket number] ([rule title]). I specifically seek: any regulatory impact or cost-benefit analyses prepared for the proposed rule; all records of communication between the agency and the Office of Information and Regulatory Affairs concerning this rule; and the information-collection package submitted for review under the Paperwork Reduction Act. I prefer records by email at [your email address].
Copy this paragraph · The supporting file for the docket: analyses, internal correspondence, and submissions made to the budget office.
03
An agency has cited, fined or settled with an entity, and the public record stops at the headline.
Prefilled paragraph
Under the Freedom of Information Act, 5 U.S.C. §552, I request copies of all records concerning the enforcement matter [case, docket or citation number] involving [name of the regulated entity]. I specifically seek inspection or investigation reports, any notice of violation or proposed penalty, all correspondence between the agency and the entity, and the executed settlement agreement and its attachments. I prefer records by email at [your email address].
Copy this paragraph · The case file: inspection reports, notices of violation, correspondence and any settlement terms.
04
An award, task order or modification is reported in a database, but the scope and the decision behind it are not.
Prefilled paragraph
Under the Freedom of Information Act, 5 U.S.C. §552, I request copies of all records concerning contract [contract or award number] awarded to [contractor name] for [description of work]. I specifically seek the awarded contract and all modifications or task orders; the source-selection evaluation and any justification for a non-competitive award; and correspondence between the agency and the contractor concerning performance or changes in scope. I prefer records by email at [your email address].
Copy this paragraph · The contract documents, modifications, evaluation records and the correspondence file.
05
Agency staff met with outside parties, and you want to know who was in the room and what was said.
Prefilled paragraph
Under the Freedom of Information Act, 5 U.S.C. §552, I request copies of all records concerning meetings between [agency component, office or named officials] and [outside party or organisation] regarding [topic] between [start date] and [end date]. I specifically seek meeting calendars and attendee lists; agendas, slide decks and handouts distributed at the meetings; and any contemporaneous notes, summaries or readouts prepared afterwards. I prefer records by email at [your email address].
Copy this paragraph · Calendars, attendee lists, agendas, handouts and any notes or readouts of the meetings.
These are opening paragraphs, not legal advice, and the desk is not a law firm. Agencies may withhold some material under the exemptions in the statute; a denial should cite the exemption it relies on, and every denial is appealable.
Coverage
The federal departments and commissions this desk reads. One line each, in plain terms.
Reactor licensing, radioactive materials, decommissioning and inspection.
One open window tracked — see the table above.
National laboratories, energy research, grid programs and environmental cleanup.
Air, water, waste and chemical rules, and the permits that follow from them.
Medicare and Medicaid payment rules, product approvals, public-health programs.
Wage and hour rules, workplace safety, retirement and benefit plans.
Vehicle safety, aviation, rail, pipelines and highway funding conditions.
Immigration processing, disaster grants and cybersecurity directives.
Farm programs, food inspection, rural development and conservation payments.
Tax administration, reporting requirements and program integrity.
Spectrum, broadband subsidy programs and media ownership.
Disclosure requirements, market structure and enforcement.
Interstate transmission, pipeline rates and wholesale energy markets.
Benefits, health care and procurement.
Student aid, grant conditions and civil-rights enforcement in schools.
Grant conditions, antitrust review and civil-rights investigations.
Coverage expands as the tracker is populated. A department appears here when the desk begins reading its docket. Only entries verified against a primary source appear in the open-windows table above; the rest of the watch list is a statement of what is being read, not of what has been found.
The desk
The Open Comment Tracker is an independent alert desk covering U.S. federal government action that reaches ordinary people: the rule changes, the paperwork they create and the dates that decide whether anyone can still influence them. The work is deliberately narrow. The desk would rather print one verified window than ten plausible ones.
Source hierarchy
Sources are ranked. Which tier a claim rests on decides how the desk states it — and a lower tier never overrides a higher one.
Corrections policy
Errors of fact, docket numbers and dates are corrected in place and marked as corrected, with the date of the change. The desk does not quietly edit a figure.
Send a correction to sunnydavidson1@icloud.com with the page, the line and the source that contradicts it. A correction that names its evidence is actioned first.
Entries whose notice is withdrawn, superseded or republished are removed from the tracker with a dated note, never left standing as though the window were still open.
Government-action digest
A short digest of verified federal comment windows and the exact date each one closes. No campaigning, no fundraising, no daily blasts — and nothing sent that has not been checked against the agency’s own notice.
You are on the Government-action digest list.
Pricing
The full working tier for government-affairs teams. $19.99/month.
