Access & roles
Everyone who works on the tracker holds one role. The role decides what that person can do to an entry: a Submitter files and revises their own work, a Reviewer moves it through review and signs it off or rejects it with a reason, and an Approver publishes what has been approved. One entry cannot be approved by the person who submitted it.
Submitter
Creates entries, edits their own while they are Draft or Rejected, and moves them to Submitted.
Reviewer
Picks up Submitted entries, moves them to In Review, then approves or rejects with a reason.
Approver
Publishes Approved entries and can send an entry back to Draft.
